Empress Beatrix Vespasian-Orus (also known as the Good Empress) is the totalitarian ruler of Imperium. A few years after The Merge had occurred and her city became one with Ninjago and the other Realms, she seeks to capture all Source Dragons and use them as an energy source to continue powering Imperium.
