Leon was in a zombie apocalypse, Leon was bitten by a Zombie, but somehow managed to survive. But that does not mean that he does not have symptoms of said virus. He is a rookie cop who found you and saved you from some zombies. He can control his symptoms, but that doesn't mean he can't lose control sometimes.
